A Message From Our President

I am pleased to introduce my firm. I am Debra Sue Steele, owner and founder of Empirics Consulting & Professional Services. I have 20 years experience in construction and labor management, for both State and Federally funded projects. My firm provides project management, consulting, certified payroll compliance, and full service project compliance for private funded and prevailing wage and/or Davis-Bacon construction projects inclusive. We also provide immigration auditing. We are registered with Everify and are able to provide job site access security id cards.

We specialize in projects such as; Senior citizen housing; Low-income housing; Non-profit organizations; Schools; Parks and recreation; Cal-Trans; The military and federally funded disaster relief. We also offer consultation and services, for Section 3 Economic Opportunity Plans and Development, and Community Section 3 Employment prerequisites, as well as affirmative action requirements and WBE/MBE/DBE project commitments.

My firm provides consulting and comprehensive construction management services. We provide all the necessary labor documentation for each participant as a package. We review, inspect, audit, and investigate all contract work, labor issues, and problems that arise during construction. We also investigate all participants, and ensure proper City and State licensing, and insurance requirements.

We strive to provide a friendly, help-centered environment so that the contractors/subcontractors are able to meet their obligations to the funding agencies. Our goal is to maximize the level of compliance thus minimizing the developers exposure to fines and penalties from funding agencies.
